I'm sorry, but I think it's a load of pretentious b*llsh*t to be honest.
On the other hand, there's a great joke in here, similar to the one about an exhibition where people were tricked by a suggestive catalogue into being 'stunned' and 'in awe' by the 'important, deeply emotional' works on display and they paid top dollar for them. Later on, all pictures turned out to be made by a blind elephant or something like that, and everybody was 'really disappointed'.
It's the same here: there's no real creative process (not counting the development of the concept, which is quite cool), so the result can never be more than coincedental.
But I must admit that I've heard worse too

Robert Rich used the sound of electric fish for some textural work on "Somnium"... although I couldn´t put my finger on it and spot it.
Can´t help thinking of Homer Simpson and the electric eel, though .
